Jose Roberto Morales Salazar

Jose Roberto Morales S. has been appointed as the Project Director for the ILO’s Strengthening Decent Work in the Fishing Sector Project in South America, effective from March 1st, 2024. He has extensive experience working as a Project Director for the last 10 years, leading capacity-building on labor standards related projects in several Latin America countries, including Panama, Ecuador, Colombia, Brazil, and Mexico.

Jose Roberto has dedicated the last 25 years to developing a career linked to labor rights projects, including work experience in government institutions, civil society organizations, and the International Labor Organization, where he has worked in different positions for 14 years.

As part of his responsibilities, he has provided technical assistance to governmental institutions (mainly Ministries of Labor and Public Institutions related to human rights protection issues), employers' and workers' organizations, as well as civil society organizations. These activities have enabled countries to update their labor regulatory frameworks, build capacity among law enforcement personnel, improve the capacity of private sector actors to comply with international standards, and enhance workers' knowledge of labor rights issues and access to remedy options.

Mr Morales’ work experience in the fishing sector includes actions with fishing communities, technical assistance to public institutions to mainstream the incorporation of a labor rights approach into their activities, and the construction of response mechanisms for complaints filed by workers related to possible labor violations.
