Carlos Castañeda Véliz

Monitoring and Evaluation Officer for the project "Strengthening decent work in the fishing sector in Ecuador and Peru”, of the ILO Andean Office.

Carlos Castañeda has spent the last 11 years developing monitoring and evaluation strategies for public programs and projects in various sectors, and for the last four years he has also been working on labor rights and fisheries issues. As part of his responsibilities, he has collaborated with the implementation of monitoring systems in the public sector and international organizations, and has provided technical assistance to government institutions, research centers, and employers' and workers' organizations.

After finishing his master's degree in public policy, he started working at the Ministry of Economy in Peru, providing technical support in the follow-up of different public programs, then he moved to the agency in charge of the supervision of higher education, where he implemented a monitoring system and provide other services to local universities.

He joined the ILO in 2020, based in Lima, Perú, first to promote the labor insertion of Venezuelan migrants in local communities and then, since 2022, to promote decent work in the fisher sector project. In both cases, he leads monitoring and evaluation actions and gives implementation support.
