Javier Garat was born in Sanl\u00facar de Barrameda (C\u00e1diz, Spain) on January 27, 1971.
He holds a Law Degree and a Diploma in European Union Law from the Complutense University of Madrid (C.E.U. San Pablo) and a Master’s Degree in International and European Law from the Catholic University of Louvain (UCL, Belgium). Between October 2021 and February 2022, he completed the ESADE Program for Board of Directors.
After working in Brussels for two years (1996 and 1997) in the fisheries team of the Legal Service of the European Commission and as assistant to the Fisheries Advisor at the Permanent Representation of Spain to the European Union, he practiced law for four years at the international law firm Nauta Dutilh, of Dutch origin. In April 2001, he joined the Spanish Federation of Fisheries Organizations (FEOPE) as Secretary General. He is currently Secretary General of the Spanish Fisheries Confederation (CEPESCA), President of the Association of Producer Organizations PESCA ESPA\u00d1A, President of the Association of National Organizations of Fishing Companies of the EU (Europ\u00eache), member of the Board of Directors of ISSF and member of the European Economic and Social Committee. At the end of 2023, he was appointed President of the Blue Economy Commission of the CEOE (Spanish Confederation of Employers’ Organizations), President of the Spanish Maritime Cluster (CME), and Vice-President of the European Network of Maritime Clusters (ENMC).<\/p>\n
